យោងតាមការបង្ហោះផ្សាយរបស់ឯកឧត្តម ហេង រតនា ប្រតិភូរាជរដ្ឋាភិបាលទទួលបន្ទុកជាអគ្គនាយកស៊ីម៉ាក់បានឲ្យដឹងថា នៅព្រឹកថ្ងៃទី៣១ ខែសីហា ឆ្នាំ២០២៦ នៅទីបញ្ជាការដ្ឋានCMACភ្នំពេញ ឯកឧត្តមបានធ្វេីរបាយការណ៍ស្តីពី «បច្ចុប្បន្នភាពនៃស្ថានភាពសំណល់យុទ្ធភណ្ឌសង្គ្រាមរបស់យោធាថៃនៅលើបូរណភាពទឹកដីកម្ពុជាក្នុងសង្គ្រាមឆ្នាំ២០២៥» ជូនដល់ក្រុមអ្នកសង្កេតការណ៍អាស៊ាននិងសេនានុព័ន្ធយោធាប្រចាំកម្ពុជា។

ក្នុងឱកាសនេះ មានការចូលរួមពីក្រុមអ្នកសង្កេតការណ៍អាស៊ានសរុបចំនួន៣៧រូប ដឹកនាំលោកវរនាវីឯក Commodore. Glenn Z. Dizon ប្រធានបេសកកម្មក្រុមអ្នកសង្កេតការណ៍អាស៊ានប្រចាំកម្ពុជា នៃសាធារណរដ្ឋហ្វីលីពីននិងក្រុមអនុព័ន្ធយោធាបរទេសប្រចាំកម្ពុជា (Military Attaché Corps Phnom Penh) ចំនួន១៦រូប មកពីសហរដ្ឋអាម៉េរិក ចិន បារាំង ឥណ្ឌា ជប៉ុន អូស្ត្រាលី រុស្ស៊ី សាធារណរដ្ឋកូរ៉េ និងបណ្តាប្រទេសសមាជិកអាស៊ានដឹកនាំដោយលោកវរសេនីយ៍ឯក KYLE SALTZMAN អនុពន្ធ័យោធាសហរដ្ឋអាមេរិកនិងជាប្រធានតំណាងក្រុមអនុពន័្ធយោធាប្រចាំកម្ពុជា។ កម្មវិធីនេះរៀបចំនិងដឹកនាំដោយ ឯកឧត្តមឧត្តមសេនីយ៍ឯក ផាត វិបុលសុភ័ក្រ្ក អគ្គនាយករង នៃអគ្គនាយកដ្ឋាននយោបាយ និងកិច្ចការបរទេសនិងជានាយកនាយកដ្ឋានទាក់ទងអន្តរជាតិនៃក្រសួងការពារជាតិ ។

ក្នុងសង្គ្រាមថៃឈ្លានពានឆ្នាំ២០២៥ (២៤-២៨ កក្កដា និង ០៧-២៧ ធ្នូ ឆ្នាំ២០២៥) បានគំរាមកំហែងដោយផ្ទាល់ដល់ឃុំ/សង្កាត់ចំនួន៦០ ភូមិចំនួន៣៤៩ នៃខេត្តចំនួន៧ រួមមានខេត្តព្រះវិហារ ឧត្តរមានជ័យ បន្ទាយមានជ័យ បាត់ដំបង ពោធិ៍សាត់ សៀមរាប និងខេត្តកោះកុង ដោយបានប៉ះពាល់ដល់ប្រជាពលរដ្ឋជាង ៦៤០.០០០នាក់ បានជម្លៀសទៅកាន់តំបន់សុវត្ថិភាព។

សូមបញ្ជាក់ថា អង្គភាពCMAC បានបញ្ចប់ការស្រាវជ្រាវព័ត៌មានចំនួន៣៣៥ភូមិ ក្នុងចំណោម៣៤៩ភូមិ ដោយបានកំណត់តំបន់រងផលប៉ះពាល់ដោយសារសំណល់យុទ្ធភណ្ឌសង្គ្រាមថៃសរុបចំនួនជាង៣៨៦.៨៨០ហិកតា គ្របដណ្តប់លើ៥.៤០៩តំបន់ (Polygons) ក្នុងនោះផ្ទៃដីជាង ២៩៥.០៩៦ហិកតា រងការគំរាមកំហែងដោយសារគ្រាប់បែកចង្កោម។

សង្គ្រាមថៃឈ្លានពាននេះ បានបង្កការខូចខាតយ៉ាង ធ្ងន់ធ្ងរដល់ភូមិដ្ឋាន ផ្ទះសម្បែង សាលារៀននិងជាពិសេស រមណីយដ្ឋានប្រាសាទដែលក្រុមស្រាវជ្រាវព័ត៌មានបានប្រមូលនិងកំណត់នូវសក្ខីកម្មជាក់ស្តែងបានចំនួនជាង១៦.០០០ សក្ខីកម្ម។

Today August 31, 2026, at the CMAC Headquarters in Phnom Penh, I presented a report on the ‘Update on the Situation of Thailand’s Remnants of War on Cambodia’s Territorial Integrity after 2025 conflicts” to the ASEAN Observers and Military Attachés to the Kingdom of Cambodia. On this occasion, the event was attended by a total of 37 ASEAN Observers led by Commodore Glenn Z. Dizon, Head of the ASEAN Observer Mission to Cambodia from the Republic of the Philippines, and 16 members of the foreign Military Attaché Corps in Phnom Penh from the United States, China, France, India, Japan, Australia, Russia, the Republic of Korea, and ASEAN member states, led by Colonel Kyle Saltzman, US Military Attaché and Dean of the Military Attaché Corps to Cambodia. This program was organized and led by His Excellency Lieutenant General Phat Vibolsopheak, Deputy Director General of the General Department of Politics and Foreign Affairs and Director of the Department of International Relations of the Ministry of National Defense.

In the 2025 Thai invasion war (July 24–28 and December 7–27, 2025), a direct threat was posed to 60 communes and 349 villages across 7 provinces, including Preah Vihear, Oddar Meanchey, Banteay Meanchey, Battambang, Pursat, Siem Reap and Koh Kong provinces. This affected more than 640,000 citizens, who were evacuated to safe areas.

It is noted that as at late July 2026, the Cambodian Mine Action Centre (CMAC) has completed survey on Thai’s remnants of war in 335 out of the 349 villages by identifying 5,409 Polygons and covering affected area over 386,880 hectares. Out of that total, more than 295,096 hectares are threatened by cluster munitions.

This Thai invasion war caused severe damage to villages, houses, schools, and particularly temples and heritage site, where the survey teams have gathered and identified more than 16,000 items of concrete evidence on the ground.
